Allow admins who blocked user app install to add Atlassian MCP without the need to configure the App themselves

      Issue Summary

      Currently, Atlassian MCP needs an App to be installed in instances so connections can be made and used. This App is installed automatically in the instance, as soon as the first user completes the configuration in their preferred method -> Getting started with the Atlassian Rovo MCP Server

      However, if admins disable user-installed apps, the path gets narrower, since one of the admins needs to complete a full installation first, choosing one of the supported methods, before their end users can use the app. 

      Keeping the App installed on admins' sessions is not required; it can be safely disregarded afterwards, as long as the Atlassian MCP app remains active.

      Expected Results

      Admins who opted out of allowing end users to install apps can add Atlassian MCP to their instances without having to install the app themselves. 

      Actual Results

      Admins need to complete the installation, even if they won't use MCPs at all.

      Workaround

      Admins need to complete the installation, following one of the supported methods to add the Atlassian MCP app to their instance.
