Issue Summary:

Automatic updates are not working for minor version updates for connect to forge migration.

Steps to Reproduce

1. Step 1: Release a forge version for an existing connect app with no scope changes.
2. Step 2: Check the app on the installed instances

Expected Results

The app should be automatically upgraded to forge latest version without customers intervention.

Actual Results

The app is not automatically upgraded to forge latest version. 

Workaround

Customers have to manually update the version from manage apps page /connected apps section.
