Summary:
When retrieving attachment information for issues where files are uploaded during a specific workflow transition using
GET /rest/api/3/issue/{issueKey}?expand=changelog
we have observed inconsistencies in how attachment events are recorded, depending on the transition experience and project type.
Details:
- Old Transition Experience:

- Attachments uploaded via any field (e.g., description, comment, or the dedicated attachment field) are consistently reflected in the attachment field of the changelog. This allows us to reliably identify attachments added during transitions.
- New Transition Experience:

- If attachments are uploaded via fields other than the dedicated attachment field during a transition, these are not shown in the changelog under the attachment field. This creates a gap in tracking all files added during transitions.
- Jira Service Management (JSM) Projects:

- In the old transition experience, attachments can only be added via the dedicated attachment field.

- In the new transition experience, attachments can be uploaded via fields like summary or description. However, in both cases, these uploads are not reflected in the changelog or issue history, making it impossible to trace or retrieve them via the API.
Impact:
This inconsistency makes it unreliable to track attachments added during transitions, which is critical for our workflow, especially in the new transition experience and in JSM projects.
Feature Request:
- For the new transition experience, please ensure that attachments uploaded via any field are reflected in the attachment field of the changelog.
- For JSM projects, in the new transition experience, please ensure that all attachment uploads during transitions are recorded in the changelog or another accessible location via the API.
