Support "Paid-via-Atlassian" option in UPM in Crowd

      Universal Plugin Manager will be bundled with Crowd 3.7, but "Paid-via-Atlassian" option is not yet enabled in UPM in Crowd 3.7.

      It would be great to have this feature, as it is quite important for marketplace vendors.
