Base URL no longer resolved properly in Crowd 2.8.4

Seems a change in Crowd 2.8.4 causes the Crowd base url to be resolved incorrectly.

The URL entered in the UI/migrated from pre-4.0 (which is stored in the db as crowd.server.url) is loaded as crowd.base.url for ClientProperties. This causes com.atlassian.crowd.service.client.ClientPropertiesImpl#generateBaseURL never to be called,p and the entered url is used as a base url, which wasn't the case pre-2.8.4.

This causes a 'CROWD/services' url to no longer work when entered as a remote Crowd URL, where previously it did.
