Default form action when adding user attribute is to update existing attributes

    Description

      Steps to reproduce

      1. Create a user
      2. Go to its "Attributes" tab.
      3. Type a new attribute name and attribute value
      4. Press Enter

      Expected result

      The new attribute is persisted.

      Observed result

      The new attribute data is lost. Instead, the default action is "Update", which updates the values of the existing attributes without considering the new attribute.
