User attributes not added when enter pressed

    Description

      When viewing a user, on the "Attributes" tab, there are "Attribute:" and "Value:" fields:

      Filling in "Attribute" and "Value" and pressing enter does not cause the attribute to be added, as one would expect. Instead the "Update" action is triggered, which just causes a page refresh.
