Crowd uses platform-dependent encoding to parse XML file when importing a backup

When a backup is restored from an XML file, Crowd parses the file using platform-dependent encoding, regardless of the declaration in the XML header. This causes problems when importing backup files (which are usually in UTF-8) in Crowd instances that are running in a non-UTF-8 system, such as a Mac.
