Crowd now builds with Maven 3, but some of the dependent modules don't. We need to make sure the source distribution can build with a single command.

This may involve ensure everything builds with Maven 3 or using a split M2/M3 build.

All the source shipped with Crowd builds with Maven 3. Ship with a single top-level pom and Maven 3.0.4.
