Steps to replicate
1. Create a crowd directory in addition to the internal directory
2. Create users in both directories as shown in screen capture 1
3. Enable SSO as described in the documentation
4. User in the crowd directory is able to login. See screen capture 2
5. User in the internal directory is not able to login. See screen capture 3
This problem also affects confluence as shown in screen capture 4 - 7.
