      This issue represents Phase I of backup/restore functionality in FE/CRU.

      This will provide a canonical snapshot of all relevant user data from FE and CRU, captured into a zip file.

      Usecases:

      1. support backup/restore
      2. support database migration
      3. support instance migration

      needs specification in consultation with other teams who have solved this problem.
