Review file url navigates to Details/Objectives if there is only one file

When I create a review with only one file and navigate to the file using UI then I see url has changed to /cru/REVIEW-NUMBER#FILEID. But when I copy the url and try to navigate to it then I'll see Details/Objectives page although I expect to see file diff.

It works correctly if there are at least two files in the review.
