Broken navigation to comment/frx when there is only one file in a review

    Description

      If you have only one file in your review and click on comment date to open permalink in new tab, it will never show that file and scrolls to the comment. Instead, it will open the overview page.
      The same applies to FRX (https://fisheye1.atlassian.com/cru/TEST-2#CFR-1987).
      It doesn't occur if you have more, i.e. 2, files.
