Notification e-mail is not sent for content added to review as patch

    Description

      We are using patches for reviews of small changes/features. Everything works well when a review is created and initial patch is added to it.

      But if author adds another patch to review (as a response to review comments), notification e-mails are not sent to reviewers.

      This makes it quite hard to use as author has to notify reviewers "manually" each time he adds new patch to review.
