Notifications after review is Complete for somebody

We have a problem that can be reproduced by this steps:
1. Create a review.
2. Participants works with it, makes a comments.
3. Someone clicks "Complete", when they want to show that their review work is done.
4. Sometimes author makes some changes on commented code, if he wants to react on reviewer's comments.
5. Participants, who already pressed the "Complete" button, will not receive notification about changes on previous step. Those, who didn't press "Complete" button - would receive it.

Is this a bug?

If not, then would it be possible to implement an option to have participants notified even after they have completed the review?
