Deleted users are appearing in reviewer, moderator dropdown

    Description

      After deleting a user, ran a reindex on Crucible and ensured they are no longer listed under "Users" screen in "Administration" and not counted towards the license limit.
      Created a new Review and could see and select the deleted user from the user lookup for Reviewer and Moderator role in Crucible reviews.
