Allow moderators to uncomplete completed reviews

    Description

      Currently a reviewer can be transitioned back to "incomplete" on a review when:

      1. a defect is raised on the review
      2. a revision is added to the review

      Customer would like these preferences expanded to allow the transition back to incomplete for any comment, and/or any reply
