Rename "External User Management" to "JIRA User Management"

    Description

      The Administraion -> General Configuration option "External User Management" has a deceptive name. This setting needs to be turned off for LDAP integration to allow LDAP users to be assigned to Hibernate Groups. "JIRA User Management" would be a good name for it.
