User to group assignments don't stick

      This problem began after I updated to rc6.

      I bring up a user in Edit User Groups, click a row in "Not a member of groups" and click "Join >>". That row now appears in "Member of groups".

      But when I "Return to view user", the Groups are the same as before I began. Likewise in Manage Users.
