can't assign users to groups

      JBoss 3.2.3 / Tomcat 4.1.29
      embedded HSQL database

      If I try and add a user to a group, the "edit groups" page appears to show that the update was successful, but as soon as I navigate back to the 'view user' page the 'groups' list shows only confluence-users.

      The log does not report any errors.
