An RSS icon could be added to the following pages to provide a method of notification to administrators:

Administration > Manage Users (showing all additions/removals/disables as well as changes to full names or e-mail addresses)
Administration > Manage Groups (showing all add/remove operators as well as changes to membership)
Administration > Global Permissions (showing all changes)
Space Admin > Permissions (showing all changes)
