Issue summary
The toolbar options that appears after adding an image are not accessible with Keyboard only.
Steps to reproduce
- Add an image on the above mentioned page.
- Navigate onto the added image.
- Observe that a list of options appear when the image is focussed.
- Try to navigate to the floating toolbar with Keyboard shift + tab key.
- Observe that the toolbar options are not accessible.

Actual results
When any image is inserted on the page and the image is focussed, a list of options appear to edit that particular image. However, these toolbar options are not focusable for Keyboard only and Screen reader users. This makes keyboard-only & screen reader users difficult to access the floating toolbar options.
Expected results
The Keyboard & screen reader users should be able to navigate to the floating toolbar options via tab & shift + tab key
Additionally maybe a better hotkey like alt + F10 should be provided to make the navigation easier. Also provide this shortcut inside the global shortcuts dialog.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
