Favourited pages should only send email notifications for deleted comments to the owner of the comment

      When users favourite a page, they receive separate email notifications for every deleted comment. If comments are bulk deleted, eg. removal of old comments, this results in an email storm. Because comment deletion is not relevant to users who favourite a page unless they are the owners of the comment, the delete comment notifications should only be sent to the comment submitter.
