[CONFSERVER-8596] {toc} macro not working with double byte symbols in headings

Version 5.3.4 - TOC still not working with special characters (like a "copyright" symbol)

            Test case:

            • create page, include heading containing only ascII chars
            • add a heading with a "copyright" symbol
            • add a TOC macro and save
            • click on TOC macro on heading with "copyright" symbol, -> browser will not follow the link
            • click on TOC with only ascII chars -> browser will follow the link

            ;-((

I've tested this in Confluence 3.5 and it appears to be working with Japanese characters.

The TOC macro has been upgraded several times in the last few Confluence releases, so I'm not sure exactly which version it was first fixed in.

Sorry for bad descrition, sample page should be:

            {toc}
            h1. test1
            \\ \\ \\ \\ \\ \\ \\ \\ \\ \\
            h4. test4
            \\ \\ \\ \\ \\ \\ \\ \\ \\ \\

            h5. test5
            \\ \\ \\ \\ \\ \\ \\ \\ \\ \\
            h1. テスト1
            \\ \\ \\ \\ \\ \\ \\ \\ \\ \\
            h2. テスト2
            \\ \\ \\ \\ \\ \\ \\ \\ \\ \\
