      Problem Definition

      When the user count exceeds the license count, Confluence goes into read-only mode. Customers with large (e.g. over 10k) amounts of users cannot easily get a list of users counting towards this license.

      Suggested Solution

      Provide a REST API with the ability to retrieve users counting towards the Confluence license.

            A fix for this issue is available in Confluence Server and Data Center 9.3.1. Upgrade now or check out the Release Notes to see what other issues are resolved.

            New endpoint /rest/api/user/list/active has been added which provides a paginated list of users who count towards the Confluence license and sorts the results by their last login time (ascending - most recently logged in are last).
