Issue Summary

In Confluence editor, the "help" link (which displays the Information about shortcuts) is located at the end of the toolbar section incorrectly.

Steps to Reproduce

1. Navigate to Confluence homepage.
2. Navigate to "Create" button in header section & activate it.
3. Navigate to the "Help " link in toolbar section.
4. Observe that the link is located at the end of toolbar incorrectly.

Actual Results

The current placement of the help link (which displays the import Information confluence general & editor keyboard Shortcuts) is not logical. It is placed at the end of the toolbar elements.

The Keyboard & screen reader users might find it difficult to locate the link for the first time since they might want to understand the keyboard Shortcuts first before they start using editor.

Expected Results

The more logical placement for the help link would be at the start of the toolbar section. So as soon as user open the editor, the first focus will be set the help link so that Keyboard & screen reader users can access the Information about Keyboard shortcuts before they start using the editor.
