Problem

At the moment, when attachments are removed through the Retention Rules, watchers are spammed with mail notification of this event. 

Suggested Solution

Provide an option to allow admins to disable sending notifications when attachment versions are sent. 

Why This Is Important

At the moment, watchers are spammed with the deletion event, and if a particular attachment has many versions, this means that each watcher will be spammed with notifications equivalent to (number of versions deleted x number of attachments affected)

Workaround

At the moment the only workaround is to disable the file-content-remove-notification module. However, this will also mean, users will not be notified when the attachments (not to be confused with its versions) are removed, as well.
