Allow sales links to remain localized even if user switches language

    Description

      Using the properties file, we are able to localize many sales links now in the JP release to point to www.atlassian.jp

      However, if the user switches language to English, the links fall back to .com even though it is a JP license for a Japanese customer.

      It would be ideal if (a) either the links remain independent of the language user chooses, else (b) we need to change the links for the English as well (I suppose this can be done by editing the English properties file).

      The way this issue is addressed in the JP release of JIRA is through the use of an external links file. More information here: CONF-6200

      Please advise how you recommend to resolve this issue.
