Zip files do not officially support international character sets for file names.
This has ramifications for Confluence in most areas where we use zip exports e.g. download all attachments, HTML export
We should try and come up with suitable workarounds that may be specifically targeted at our specific uses of zip files.
For example in the HTML export we could potentially work around this limitation by encoding non-latin file names somehow them somehow (integer id, URL encoded filename).
The download all problem looks to be only solvable by using an archive format that supports unicode encodings of file names.
