Exceeding the available licenses should only affect users in excess of the number of licenses

      (Confluence DataCenter)

      On occasion the number of active users has marginally exceeded the number of licenses we own (this can occurr if a job fails to run, e.g. for a license management plugin). In this case it is reasonable for users exceeding the number of licenses to be refused a license, or for Confluence to be Read Only for those users. In fact what happens is the entire Confluence instance goes Read Only. This generates massive problems for us as administrators.

      Please change the license management so that enforcement only affects users over and above the number of users that we have paid for.
