Issue Summary

The attachment drop zone on the … -> Attachments page is flaky.

Steps to Reproduce

1. Reproduction is non-deterministic. Loading the attachment page multiple times in succession can cause the problem.
2. It can also be easier to reproduce by navigating back and forth from the main page to the attachment page using the browser forward/back buttons, since the timing of the caching seems to make it show up more often.

Expected Results

Attachment upload drop zone appears

Actual Results

Attachment upload drop zone is not visible

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
