Clicking the Anchor or Table of Content macro links jumps to the content but doesn't include the content header

      Issue Summary

      When using Anchors or Table of Content macro the jump to the content doesn't include the content header.

      Reproduced with Confluence 6.13.4 and Confluence 6.13.8.

      Steps to Reproduce

      1. Create a page with a lot of text separated by a few headings.
      2. Click any of the links in the Table of Contents macro or the Anchor link (in the sample page the anchor link is in the "For more information please see more details here." sentence)

      Expected Results

      When clicking the link we would expect to see the content header and the content itself:

      Actual Results

      When clicking the link, the anchor actually skips the header and jumps to the content immediately below the header:

      Workaround

      Use Firefox or IE as issue only reproducible on Chrome for now.
