I am using 6.6.0 and the issue still exists.

Symptoms:

I have a Table of Contents macro without absolute URLs (same issue with absolute URLs). That entire page including all headers and the TOC macro are wrapped in an Excerpt macro. That Excerpt Include is on various other pages in other spaces. When you click on a TOC list item it opens a new tab and takes you to the original page where the excerpt lives.

Expected result:

Clicking on a TOC list item on a page the content is included in should take you to the header on that same page where the user is.
