Accessibility fixes for dialog-wizard bundled plugin

Problem Definition

Currently there are a few accessibility issues with the templates for this plugin, it is missing some accessibility code:

• dialog-wizard.js (and dialog-wizard-min.js)
  remove items adding a tabindex of 10 to all selectable objects (This needs further investigation of why this was applied. Only tabindex -1, 0, and 1 should exist)
