Accessibility fixes for confluence-page-banner bundled plugin

      Problem Definition

      Currently there are a few accessibility issues with the templates for this plugin, it is missing some accessibility code:

      • page-banner.js (and page-banner-min.js)
        Add aria-label to restriction icons
      • page-banner.soy
        Add aria-label, and default href attribute to "a" tag
