      Steps to replicate:

      1. view page you don't have permission to see
      2. click ‘Request access’
      3. Hover mouse cursor over the user's name in the toast

      Expected result:

      User profile tooltip appears above the ‘Request sent’ toast.

      Actual result:

      User profile tooltip is obscured behind the ‘Request sent’ toast.
