Currently a user has to watch/unwatch content on their own - there is no way (through the interface as a content editor, or programmatically through the API) to find out who is watching a page and be able to subscribe / unsubscribe users forcefully - at least as not as far as I know.
This sort of functionality would be nice, if not in the UI - then at least in the API (which possiblty already pre-exists) so it can be accessed & modified.
