      Problem Definition

      Currently if public access is disabled however there are permissions specified for public access any authenticated users will inherit those permissions.

      Suggested Solution

      When public access is disabled the permissions should revert to default (which is none).

      Workaround

      When public access is disabled globally. if you had previously specified permissions make sure to remove permissions specified on the public access level in space permissions as well.
