Usernames with "+" result in broken profile links

      Usernames with "+" in currently cause a error when clicking the link to the user's profile - it goes to a URL like this, which gives a 404:

      https://nclarke.jira-dev.com/wiki/display/~nclarke%2B1

      These usernames are legal from LDAP and are created by Cloud user management for email addresses like "nclarke+1@atlassian.com"
