Attachments added to restricted pages still send out notifications to watchers in "confluence-administrators" group

Problem summary

On a page with a lot of watchers, a user may opt to temporarily restrict the page to themselves if uploading a lot of attachments in order to avoid excessive notifications. However, superusers (i.e. users in the "confluence-administrators" group) watching this page will still receive notifications.

Steps to reproduce

1. Configure Confluence 5.7.1 with an outbound mail server
2. Using an admin account, create one superuser (set user as member of confluence-administrators" group), using a real email address
3. Create a test page and add the superuser as a page watcher
4. Restrict the page to yourself, original admin account
5. Go to Tools > Attachments and upload an attachment (note: this bug also applies to removing attachments)

Expected Behavior

Since the page is restricted, nobody should receive notifications except the user updating (if "Notify on my actions" option in the user's Email settings is checked)

Actual Behavior

The superuser account receives a notification

Important notes

• The superuser must be watching the specific page. If the superuser is watching the entire space, but not the specific page, no notification will be sent.
• Attachments added via the Attachments macro will also trigger a notification
• Attachments added to the page via the Confluence Editor will not trigger a notification
• Other page actions such as page edits will not trigger a notification
• Only superusers are affected. Users, including those with Confluence Administrator or System Administrator global permission roles are not affected
