Page Watchers without View Permission is Receiving Notifications

      **Summary**

      Watchers of a page in Confluence will receive notifications of activities on the page even though they don't have view permission for the page.

      **Expected Behavior**

      Users that do not have view permission should not receive notifications for the page.

      **Workaround**

      Remove users from the watcher list
