svg attachment images does not display properly on page in thumbnail

steps to reproduce:

1. attach an svg file to a page
2. edit the page, and insert attachment image - choose the svg file
3. save the page
4. observe that the thumbnail is not the svg.
5. click on the thumbnail - the svg is displayed
