Filter Illegal characters from CDATA sections when creating backups

    Description

      Under some unknown circumstances it's possible to get illegal characters (e.g. Unicode 0xffff) in the CDATA sections of entities.xml. We should filter the data as we are creating the backups, and handle the problem when importing.
