Permissions dialog save button is enabled (but does nothing) before any changes are made

1. Open the restrictions dialog for a page (via tools menu, for example)
2. Click 'save'

The dialog does not close as expected. Clicking the 'Save' button will do nothing unless a change is made. It should be disabled to make this clear.
