Confluence allows changing of attachment name to special characters that are usually not permitted

NOTE: This bug report is for Confluence Server. Using Confluence Cloud? See the corresponding bug report.

      Summary of bug

Usually, in the file system, the user wouldn't be able to add certain special characters (like '/'). However, in Confluence, once an attachment has been added, they can do that. This would result in the attachment being unable to be found.

      Steps to replicate

These steps would use the slash ('/') as an example of a special character

      1. Attach a file into your Confluence page
      2. At the attachments page, click on the 'Properties' of the attachment
      3. Edit the name of the attachment so that there is a '/' in the name of the attachment
      4. Save the changes, and then try to access the attachment
