Attachments with plus sign in the file name are unaccessible

      To reproduce,

      • create a file with + sign in the file name
      • add it to a page as an attachment
      • create a link to the file and access the link
        (- alternatively, access the file directly in the attachment list

      Result: Not Found page is displayed
