Steps to reproduce:
1. Create a new page
2. Insert some headings and apply additional formatting to those headings (e.g. make some bold, underlined, etc.) - the formatting won't appear on the headings (this is desired behaviour)
3. Insert a table of contents
You'll find that the links in the table of contents will bold, underlined, etc. based on the heading formatting.
