License Exceeded Error Page Is Not Enough And Is Misleading

In the minority of the cases when the license is exceeded, the "exceeding" happened because of one or two users. The solution for this case, would be indeed to remove or disable the users as currently described in the error page (see screen shot).

However, the majority of the issues happen because a big group received "Can Use" permission. For this case, the error page should explain the problem and also provide instructions. Maybe the page should show what were the last users or groups to gain permission that have caused the "license exceeding" problem.
