Prevent Confluence from being able to exceed it's licensed user count

      Currently it is possible for Confluence to exceed the number of active licensed users, and when this occurs it becomes impossible to edit pages and other functionality until some of the users are disabled. This feature request is to ask that Confluence prevents the creation/activation of users if this would exceed the licensed number of users

            OK - feels like a bug to me, in Atlassian onDemand it is not possible to create accounts above the limit so there should be code that can be used to control this.
