Email notifications for uses the author's locale and not the recipients'

    Description

      I received a notification from a user editing his comment on CAC. The email notification was localized in French, presumably the user's preferred language.

      Steps to Reproduce

      1. Change your preferred browser language to a non-English language, e.g. German
      2. Create a new user called german and english, you should already see the UI in German, log in as english and create a blog post
      3. Log in as german and comment on the blog post
